Cedar Rapids officials note discrepancies between local crime data and the FBI NIBRS format. Police Chief Mike Klappholz cites a 2 percent drop in index crimes for the year, while four murders are logged locally versus two in the FBI report. The city opened a new station in 1997 but software bugs delayed NIBRS use until 1999.
