Major portion of Second Ave SE to reopen as two way
Cedar Rapids officials announce most of downtown Second Avenue SE will reopen as a two way street after a two week milling and paving project between First and Seventh Streets SE. A one way section between Third and Fourth Streets SE will stay open to install railroad safety arms and gates from Union Pacific. City Engineer Nate Kampman says the move aims to create a consistent two way network downtown and slow traffic to boost pedestrian safety. Crews will later convert Fourth and Fifth Avenues SE between Third and Fifth Streets SE.
