Washington AF Earl Butz forecast only a 3 to 4 percent rise in retail food prices in 1976 despite talk of expanded Soviet grain purchases. He cited favorable crop prospects and world grain trade, noting earlier spikes and a five year pact allowing Soviet buys of wheat and corn.
Senate findings based on Pentagon data show the United States built 122 major surface combatants of 3000 tons plus or more while the Soviet Union constructed 7 in the last 15 years. The report notes that many Soviet vessels counted as major surface ships are small escorts, not true threats to open-ocean convoys.
