Jepsen renews effort to repeal estate tax reform
Senator Roger Jepsen pressed to repeal the estate and gift tax, arguing it harms Iowa farmers and is a tiny revenue source. He cited Joint Committee on Taxation data showing 1981 estate and gift taxes at 7.2 billion dollars, about 1 percent of IRS collections, and said small farmers and businessmen bear the burden while the rich avoid consequences. He noted Iowa farm valuations, average land prices, and farm net worth figures to claim the tax hits family farms hard and hinders intergenerational transfer.

Senate committee votes to tax newspapers in Iowa
In Des Moines the Ways and Means Committee voted 11 to 2 to apply Iowa’s 3 percent sales tax to the final sale of newspapers. Sponsor Sen. Edgar Holden said it’s fair and could add about $1 million to the general fund. Critics cited carrier status and practical collection issues. The measure would tax the first sale and shift the burden to distributors, newsstands, and carriers, with expected price increases for papers.
