Two Cage Rules Change To Curb Stalling
Seattle AP reports the national basketball committee of the United States and Canada approved two rules to reduce stalling. In the final 120 seconds a foul now counts as a personal foul but is treated as a technical with a free throw and out of bounds next. A held ball rule requires officials to call a jump ball when a closely guarded player withholds the ball for five seconds.
