Highs and lows for Tuesday across major cities with precipitation totals and forecast notes for Iowa Minnesota Chicago and nearby areas. Also lists municipal and legislative actions including compensation bills school funding taxes and civic observances plus obituaries and funeral notices.
Drunkenness fines for Robert McGill and Herman Vossmeyer, and no muffler and speeding fines for several residents. Also listed are penalties for no driver's license and failure to stop for a school sign. Numerous birth announcements follow from several cities including Iowa City and Decorah, with multiple March dates noted.
The Iowa Legislature advances bills funding state departments for two years totaling about eight and a half million dollars annually, plus 300000 for soil conservation and 175000 for county fairs. A senate resolution for a constitutional amendment would require 25 percent of federal tax receipts be returned to states and tie the dollar’s gold content to the 1948 ratio. it passed 34 to 14 and moves to the house amid partisan clashes. Notably, five Republicans joined nine Democrats to oppose this proposal.
The Iowa Senate passed 46 to 0 a bill to move 25000 dollars per year from Fort Madison prison and Anamosa reformatory industry funds to the state general fund. The House sent a separate measure to authorize cities to build and maintain garages for vehicle storage and repair. Fraternal benefit societies would allow up to 5000 dollars in life insurance to an under 45 without a medical exam, the House approval 93 to 0.
District Judge Merritt L. Sutton allowed two written confessions as evidence in the murder case of George Archer, 36, accused in the beating death of Lillian Chapman, 72, near her Clinton home last May 30. The judge will allow the confessions if prosecution witnesses do not contradict them when testifying before the jury, after considering whether the documents were obtained without duress. Archer says he was grilled for days after his February arrest in Casper, Wyoming. Defense argues the confessions stem from a tortured mind. prosecutors say he was treated properly.
Des Moines Iowa governor Beardsley urged the defense department to grant longer and easier pre Korean home leaves for servicemen. He cited reports of ten day leaves and travel costs keeping Midwest residents from visiting families before deployment. He appealed with Minnesota governor Youngdahl and quoted General Marshall asking for adequate leave and reduced travel rates if operations permit.
The Office of Price Stabilization prepared two retail and one wholesale order to cap markups on about 40 food categories for 500,000 stores. Prices will be frozen at late December levels with future rollbacks and increases guided by cost changes. Large chains and small independents receive different markup ceilings as the system moves toward nationwide price stability.

A federal court delays a ruling on Einar Uuskallio's naturalization petition until after April 7. Judge Henry N. Graven gave government attorneys more time to answer briefs, after Uuskallio a conscientious objector faced the US immigration service challenge. An order also allows Edward W. Kemp to practice in northern Iowa federal court.
Walter Kohler Jr. of 1413 Fourth Street SE was arraigned before Justice Miles Adams on a charge of desertion and abandonment of a minor child. He requested a hearing, and the matter was continued until April 18 with bond set at 1500 dollars.
The April term grand jury will continue examining the Royal Order of Dukes, a Cedar Rapids teen gang broken up by juvenile officers in January. County Attorney Willis A. Glassgow said the panel will reconvene April 9 at 10 a.m. with much the same membership as the prior special session. The gang, about 10 youths strong, reportedly sold protection and had a plan for police car activity on the midnight shift. one youth was beaten, and the leader was implicated in a toy theft worth about $11.
A Linn county jury of ten awarded O R Ness and his son Dwayne a total of 10 055 66 for personal injuries and damages in a sealed verdict opened Wednesday against Le Roy Bral of Iowa county. Dwayne received 6 216 37 for injuries from June 18 1950 while his father got 3 836 29 for damages related to the same accident on the A avenue viaduct near Danceland.
Merle Price, husband of 18 year old Dawn Joan Price of Cedar Rapids, sues for divorce after Dawn Joan received a five year reformatory sentence and pled guilty to larceny. He says she was guilty of cruel and inhuman treatment and notes her theft of $50 and a $42.56 check. They wed in Iowa City on November 10. Dawn Price expects a baby in June.
County Treasurer Frank F. Bates announced that the treasurer’s office will stay open until 4 p.m. Saturday to aid taxpayers. Other offices will close at 12 noon as usual. the Saturday hours apply only to the treasurer’s office with the 1950 tax deadline looming.
Virgil Stafford of Cole Camp pled guilty to a false check charge. Judge Charles Penningroth fined him $500 and costs, suspended on payment of costs with good behavior. The $181.39 check was to Springville Cooperative Elevator on Nov. 24, Stafford was returned to Linn County from Warsaw to face the charge.
A workmen's compensation hearing was held in Des Moines before deputy commissioner C H Greenley for Rollo Midcalf. The claim cites an injury on July 26 1950 while lifting a barrel at the Penick plant. Testimony was taken from both sides and the case was taken under advisement.
On Wednesday three account suits were filed. Dr. Meyer Schaffer sues Mary and Edgar Janey for 131 dollars. E. J. Dahms sues Mrs. Gloria Pollard for 278.05 dollars. Spiegel, Inc. sues Mr. and Mrs. Daniel B. Moore for 189.08 dollars.
Judge J E Heiserman on Wednesday awarded James Riha a judgment totaling $1 248 48 in a civil case. The decision sets Riha to receive the specified amount as damages from the defendant.
Plaintiff alleges defendant owes $1,100 on a promissory note dated May 21, 1948. Judgment awarded includes the principal plus interest.
Judge Floyd Philbrick dismissed a $480.84 suit by Wilbur C. Miller against Arthur E. Welty doing business as Welty Heating Co. The court found the plaintiff failed to prove improper installation of a furnace unit and taxed costs to the plaintiff.
Judge Floyd Philbrick Wednesday dismissed an accounting suit filed by Robert B. Clifton against Clyde Burgess on the defendant's motion.
Dora B Brookner filed a Wednesday suit against Truman J Brookner for separate maintenance. Nicholas Kacere Tuesday obtained a judgment of 363.75 dollars against Raymond Meyers in a promissory note case.
W J Miller president of Mid-Continent Air Line urged the Civil Aeronautics Board to allow flying to cities with usable airports along the north central route now. He cited municipal financing delays and uncertain airport development in Iowa Minnesota Wisconsin and Illinois and pressed for permanent authority for the Chicago Sioux City leg while seeking approval to operate additional segments.
District Judge Shannon Charlton set May 14 as the new trial date for Edward Buddy Beckwith on murder charges. Beckwith, once convicted of first degree murder and sentenced to hang, had the verdict overruled by the state supreme court. New defense attorneys Glenn Beers and W Louis Beecher were appointed as relief was sought by prior counsel. The case concerns the 1949 slaying of 22 year old Mrs. Irma Jean Stahlhut in a tavern walk-in cooler.
DETROIT AP reports GM and Chrysler told dealers that due to a National Production Authority limit on rubber use, the fifth spare tire cannot be supplied with new cars. The tire cost will be deducted from the factory delivered price of the car.
Florence Mildred Clemens widow of Arthur Clemens died in a Cedar Rapids hospital at 11 a.m. Wednesday after a brief illness. Born October 24 1895 in Cedar Rapids she worked for the Killian Company for 50 years. Surviving are a daughter Mrs R J Hatfield Jr Madison Wis a son John A Clemens Cedar Rapids her parents a sister Miss Dorothy B Stearns a brother Edgar L Stearns all of Cedar Rapids and a granddaughter. Services at Turner chapel at 1 30 p m Friday conducted by Dr Marvin B Kober. Friends may call after 1 p.m. Thursday.
Mrs. Walter V. Rainbird 1028 Eighth Street SE Cedar Rapids died Tuesday. Services will be at Turner chapel at 3 30 p m Thursday by Rev Ralph Colton of Sinclair Memorial Presbyterian church. Burial is Cedar Memorial cemetery. Friends may call at residence until 9 30 a m Thursday.
Services for Cedar Rapids resident Mrs. Aloisie Melsa will be held at 2 p.m. Thursday in the Brush chapel. Burial follows at Bohemian National cemetery. Friends may visit the chapel. Mrs. Melsa belonged to Hus Memorial Presbyterian church.

Funeral services for Lewis G Tow follow a brief illness at his son Omer Tow’s home in Fairfax. A 1:30 p.m. Thursday service will be held in Turner chapel with burial in Fairfax cemetery. Friends may call at the chapel.
Seevell polled into court on a drunk driving charge after a Sept grand jury indictment. He waived to the grand jury, posted a $500 bond, and pleaded innocent Sept 18. The demurrer was denied, judgment set at $300, Supreme Court affirmed March 6, leaving possible removal actions to await rehearing. Seevell, a Marion board member since 1936, suggested a vacation. Mil dred Titus was appointed justice of the peace for Marion township.
A 15 mill countywide tax for school funds was introduced in the Iowa senate by the schools committee on Wednesday. The plan would distribute county taxes to each district by a minimum foundation formula, with attendance and other factors shaping funds, and is seen as an alternative to reduced state aid. Tax experts estimate the proposal could raise about 60 million dollars annually in Iowa.
Des Moines Iowa Senator W Eldon Walter Republican Beaman said there is nothing to justify a new Liquor Control Commission investigation. He chairs a committee with no investigative powers and said evidence so far rests on rumor not substantiated facts. He urged written sworn statements if anyone has facts. Representative E E Poston criticized progress and noted interim committee heard evidence on the commission purchasing practices.
Linn county's April draft quota is set at 25 men with induction on April 18. The group will depart Cedar Rapids by bus to Des Moines that morning, halves the originally planned 50. A second group of 32 will undergo physicals on April 20. Training courses have reopened at the Cedar Rapids Army and Air Force Recruiting Office, including numerous technical and trade programs.
The Civic Bureau of the Chamber of Commerce announces the annual Children's Dinner is fully booked. Executive Vice-President Rob Caldwell says no further reservations can be accepted, noting the Chamber building dining hall capacity of 335 limits the event for safety.

Davenport police report blood stains on the clothes of Marvin Perkins 37 sought in the robbery death of his mother in law Pearl Waits 67. The clothing was sent to Washington DC for FBI analysis and details emerged as the investigation traced missing jewelry and $200 cash.
Internal Revenue employees in the Cedar Rapids division will hold a one day meeting in Cedar Rapids on Thursday, starting at 10 a.m. in the Civil Service room of the post office building. The cashiers office will stay open all day while other offices close at 10 a.m.
Karl P. Blaise, vice-president and secretary of Inter-Ocean Reinsurance, was named to fill the Cedar Rapids Chamber of Commerce board vacancy after Earle G. Nichols death. Term ends January 1 next year. Appointment approved at a chamber meeting and announced Wednesday.
