Iowa Electric to refund 6 million over imprudent Muscatine deal

The Iowa Commerce Commission ruled IE should rebate 6 million to customers after finding imprudent handling of power purchases from Muscatine. Costs ballooned from 135 million to 211.3 million for the plant and interest on bonds rose to 9.95 percent, driving first year power-cost estimates from 17.4 million to 37.05 million.
