DES MOINES AP Former Secretary of State Robert E O'Brian had his telephone bill paid by the state while the election contest costs in the supreme court remain unpaid. The executive council delayed $125 in payments amid an investigation of December and early January calls. The costs, about $117, were ordered paid by the contest commission but remain unsettled. Garrett will raise the matter with the court.
