Iowa Senate battles over lottery profits and trade center
In Des Moines the Iowa Senate clashed over a lottery bill amid high tensions and party infighting. A 26-25 vote, aided by Lt. Gov. Anderson, delayed decisions on using lottery income for education and elderly services. The debate included amendments to fund a World Trade Center and an armory in Carroll. The Democratic minority formed a minorities caucus led by chair David Neff with a June 7 meeting scheduled in Des Moines.

Old Cedar Rapids noise law outpaces new ordinance
Cedar Rapids relies on the older Mufflers Prevention of Noise rule, issuing 109 of over 110 noise citations last year, dwarving four or five under the newer ordinance designed to supplement it. Police use four decibel meters, set 60 decibels day and 50 at night, to back enforcement and pursue voluntary compliance.
