An Iowa investigative audit finds law enforcement still withholds some records about a third of the time while school districts improve. Drake University led in person audits across 99 counties, cities, and districts to test public access, with officials noting broader openness but urging full compliance.
Five years after failing the first public records test Iowa school districts passed the test. Different departments charge vastly different amounts for reports from 25 cents to 15 dollars. Attorney General Tom Miller and others call for more open records training.
The Iowa FOI audit finds 97 percent of county auditors allowed inspection of expense records for top officials, down from 99 percent in 2000. Other figures show declines in access for treasurers, city building permits, and city administrators, with mixed changes for sheriff concealed weapons permits and incident reports.
Congress agreed to let federal courts decide Terri Schiavo's fate. Protests outside the Florida hospice escalated as supporters and critics clashed, with some attempting to smuggle bread and water into the brain-damaged woman's room. Schiavo's mother urged her life be saved.
Regulators will hear pitches from 10 communities vying for Iowa floating casino licenses. County reps from Palo Alto, Black Hawk, Wapello, Washington, Franklin, Webster and Worth counties will each have 45 minutes before the Racing and Gaming Commission on Tuesday and Wednesday. Vice chair Kate Cutler of Council Bluffs predicts polished computer slides and graphs.
The Racing and Gaming Commission outlines a timetable for evaluating ten riverboat casino expansions. Presentations occur Tuesday and Wednesday at the Stoney Creek Inn Johnston with early April bus tours to six locales. A May 4 public hearing precedes a May 11 commission vote.
