GAO urges unified anti poverty office under White House
The GAO calls for an Office of Human Resources at the White House level to plan coordinate and evaluate all federal anti poverty efforts. It faults the Johnson era Office of Economic Opportunity for inefficiency and urges independent agency status for OEO with a shift of programs like Headstart and the Job Corps to related agencies. It notes poor coordination by the Economic Opportunity Council and high dropout rates in manpower programs while praising CAP as an advocate with limits.
