Officials say the ASAP effort in Des Moines and six counties has reduced fatal alcohol related crashes from 50 of 119 in 1975 to 21 of 75 in 1977. Critics note higher blood alcohol levels in Cedar Rapids arrests last year but expect declines as more offenders are identified.
