Attorney General Homer S. Cummings told the New York County Lawyers Association that drastic reform of federal civil and equity procedures is needed to streamline cases and unify law and equity. Dr. J. W. Reynolds chairman of the state board of assessment and review died suddenly in a Detroit hotel likely from heart failure. The Creston physician longtime civic leader and Creston mayor served on the Iowa board since 1929 and 1931 appointment for a six year term. He was born near Afton and survived by widow Miriam and son J. D. Reynolds Creston city attorney.
The House adopted compromise provisions on veterans benefits and federal pay as part of the independent offices supply bill, sending it to conference with the Senate despite a presidential veto threat. The Vinson pay restoration and Taber veterans terms were included, with costs estimated through mid-1894.
The house debated restoring World War I and other veteran benefits with a Taber plan to overturn Senate amendments.
