AFL-CIO President John Sweeney cited a Bush administration impact and said about 400,000 new members were organized last year, but overall union density fell to 12.9 percent from 18.3 percent in 2002.

Bush campaign seeks probe of ads in election year
The Media Fund backed by liberal financier George Soros will spend about 5 million dollars on two week TV ads targeting President Bush in 17 key states. The Bush campaign asks the FEC to investigate, accusing the group of violating a new ban on soft money. The push follows Bush allies calling the ads illegal and aims to force the fund to register as a political committee with strict donation limits.
