Bill 525 Would Allow Public Workers to Be Free Agents
Bill 525 would exclude health and other insurance from bargaining and remove restrictions on layoff factors by public employers. It sets public employees as free agents outside union representation and defines bargaining units as those not declaring free agency. Arbitrators would not be bound by final offers but cannot exceed them and must consider private and non contract public wages and benefits. Applies to new collective bargaining agreements after the law’s effective date.
