Iowa study weighs costs and benefits of rural school mergers

It cites 500 as a suggested minimum and 1,000 as an optimal maximum, noting 31 percent of districts exceeded that in 2010. Lawmakers have failed to pass measures to set thresholds amid debates on transport and local identity.

The ROSE program targets renters at or below 60 percent of area median income who save toward eventual ownership while landlords collect tax credits and manage maintenance and classes for transition to ownership.
