U N troops retreated from Matadi after 24 hours of fighting with Congo leses. Sudanese, Canadian guards suffered casualties and missing men while negotiations to restore U N control continued. Supplies at the port remain a key concern for the U N mission in the Congo.
President Kennedy plans a federal order requiring government officials to turn over all speaking and writing fees to charity. The move aims to bar profits from information gained in office and will apply to White House staff and most administration officials. A skin diver from Alameda, Robert Evans, received a 14 stitch leg wound after a sea lion dragged him about 50 feet to the sea bottom near Monterey. Evans freed himself by striking the animal in the eyes.
