A car bomb exploded outside a Hillah medical center south of Baghdad, killing at least 115 and injuring 132 as Shiite police and National Guard recruits waited for exams. The bomber bypassed a checkpoint in a gray Mitsubishi, while up to 400 people watched.
2nd Lt. Richard B. Gienau 29 of Peoria Ill died in a Humvee blast near Baghdad. Four GIs were wounded including Spc. Seth Garceau of Oelwein. Gienau had studied ROTC at UNI Cedar Falls. His fiancée Katie Allen of Peosta Ill shared their final chat before his death.
Cedar Rapids school board hears a plan to use a 1 percent local option sales tax to provide property tax relief and fund district technology and building maintenance. The proposal estimates about $10 million annually for up to five years if voters approve, with proceeds split between relief and district needs.
The district eyes 1 percent local option sales tax yielding about $10 million yearly to fund building maintenance such as flooring roofs remodeling bus purchases and asbestos removal and $1 million to $1.5 million for technology to expand wireless access and device replacement. Tax relief includes roughly $4 million direct and $4.1 million via replacing the PPEL with sales tax funds, lowering the levy from $15.74 per 100 dollars.
Iowa City council approved a pilot for a non voting council liaison from the University of Iowa student body. The position aims to recognize the students as a large, unique constituency and will be reviewed in a year.
