Iowa lawmakers tightened penalties for first time OWI offenders by moving to curtail deferrals or suspensions for high blood alcohol content. Johnson and Linn County prosecutors expect more trials and potential criminal records as judges lose discretion.
Iowa's new laws begin Tuesday including elimination of state inheritance taxes for lineal descendants and an $18 million impact in 1998 with $45.6 million the next year. The package also covers abortion reporting, revised notification rules, pay hikes for officials and state workers, enterprise zones, deer handgun licenses, higher credit card fees, and a name change for the Iowa Men's Reformatory. Medical staff must report abortions and miscarriages within 30 days. violations carry penalties. Notable abortion notification changes require 48 hours prior contact by a doctor with a parent guardian or grandparent. Retail credit rate limits are removed. Pay raises for state employees and officials apply, with lawmakers’ salary increase effective January 1999.
