Attitude on Farm Program Changing in Eastern Iowa
Eastern Iowa counties report rising interest in the 1938 farm program. Chairmen in Winneshiek, Delaware, Cedar, and Keokuk cite two main reasons: better understanding of provisions and favorable weather. Officials estimate participation ranging from 50 to 70 percent, with figures like 70 percent in Winneshiek's Jackson township and 65 to 70 in Keokuk. In Cedar, 60 percent hoped, and oats’ low price prompts field adjustments to qualify. State chair Klein says AAA payments flow should start by September as 4,500 committeemen audit compliance across the state.
