Bipartisan Spirit Aided Iowa Special Session
The five day Iowa special session produced a package with over 136 million dollars in pay hikes and benefits for 40 000 state employees over two years. Lawmakers say the process created a legitimate voice for employees in salary decisions while preserving legislative control over spending. The session featured rare cross party cooperation and closed door strategy sessions that helped limit the session to five days.
