Nine Iowa cities blamed for underutilization of white women

A study by the Iowa Advisory Committee of the U.S. Civil Rights Commission faults nine large cities for underutilizing white women in municipal jobs while finding no discrimination. Cedar Rapids, Des Moines, Waterloo and others show high shares of white male professionals. Cedar Rapids reports 19.4 percent women, Des Moines 11.2 percent. Davenport 21.6 percent. The panel urges review of affirmative action plans and notes progress in some cities despite ongoing traditional roles for women and minorities.
