Court Upholds Federal 21 Drinking Age Link to Highway Funds
Chief Justice Rehnquist writes that the 21st Amendment does not bar Congress from tying highway funding to states raising the drinking age. The decision favors federal power and groups like MADD, while states such as South Dakota and eight others lose highway funds if they keep a under 21 drinking age.
