London AP reports Foreign Secretary Eden proposed a southeast Asian defense concept including non aggression pacts with Communists and a reciprocal system like Locarno plus a NATO style alliance. He cautioned against premature intervention in Indochina and highlighted Geneva concerns while preparing to meet Eisenhower and Churchill.
Secretary Dulles gave congressional leaders the impression the United States fears France will accept a peace at any price in Indo China. The Saylerville project north of Des Moines and the Howell site downstream are under review by the board of engineers as flood damages in the Des Moines river basin rise to several million dollars.
ALBUQUERQUE AP The Republican national chairman Leonard W. Hall said President Eisenhower absolutely would be a candidate for re election in 1956. He asserted the demand for Ike would be such that he would run. Hall added he did not know of any Republican candidates for senate or house who had invited Sen. McCarthy to speak for them.
President Eisenhower said any reduction in the proposed 3.45 billion foreign aid program would be unified and unsafe due to the continued ruthless drive of Communist imperialists. He urged Congress to authorize funds for military and other assistance in Southeast Asia, noting a 40 percent cut from two fiscal years and stressing strategic allies and national safety.
Honduran foreign ministry said mystery planes bombed Santa Rosa de Copan near the Guatemalan frontier with no casualty count given.
