Gov. Robert Ray signed into law a measure making permanent the indexing of Iowa income tax brackets, preserving a $7 million yearly break for residents while delaying a $6 million deduction in 1981 and postponing adoption of federal interest and dividend deductions to 1982. The plan links bracket growth to half the inflation rate, contingent on a $60 million June 30 treasury balance, pushing broader benefits to 1983. The bill aligns state law with federal changes but delays one deduction for small savers until 1982.
