East Iowa Counties Embrace Inevitable Regional Planning Unit
Seven-county Area Ten deliberations trace the push for a regional planning commission known as East Central Iowa Assn. Delegates from Linn and Johnson counties warn of losing HUD funding if they resist, while Benton and smaller counties fear diluting local voice. Officials propose funding from county boards to fast track the multi county body, despite concerns of federal strings and eroded county autonomy.

Provision Eyed To Protect City in Renewal Sales
The city council may discuss a rule to bar real estate brokers from earning a city fee unless they represent a redeveloper before negotiations begin. Planning Director Don Salyer said the aim is to ensure brokers help attract redevelopers, not to discourage participation. The issue arose from a recent urban renewal parcel sale where a broker claimed a commission after representing the winning bidder. The council plans to seek input from the city Board of Realtors and may convene after vacation periods.

Okay To Defer Sentencing Is Given by Senate
DES MOLVES AP The Town senate Thursday passed a compromise bill to permit judges to grant deferred sentences for guilty pleas instead of probation. If the defendant completes probation successfully, the conviction could be wiped from the records. The measure, spun by a house senate conference committee, requires restitution to victims and approval by the judge via the parole officer with options from nothing to full restitution. The compromise bars deferred sentencing in cases involving murder, serious injury, use or threat of a dangerous weapon, kidnapping, or similar charges.
