Debate Over Minimum Competency Testing At Cedar Rapids Workshop
A Grant Wood Area Education Agency workshop in Cedar Rapids featured Dr. David Gilman of Indiana State University arguing minimum competency tests are sensible and beneficial for students and schools. Dr. Barry Anderson of Washington University in St. Louis countered that tests are too costly and fail to account for teacher capabilities, warning against federal overreach and unknown long term costs.
