Senate OKs 0.08 alcohol limit for drunken driving

The Senate voted 99 to 0 to require a 0.08 percent blood alcohol limit nationwide as part of a $54.7 billion highway and transportation funding bill for fiscal year 2001. States failing to adopt by 2004 would lose highway trust fund money, while White House support and President Clinton praised the move. The measure must be reconciled with a House bill that lacks the provision and the trucker hours ban.
