83 Year-Old Widow Enforces Parking Rules in Redwood City
In Redwood City California 83 year old Zuma Francis patrols the Fair Oaks Community Center parking lot enforcing spaces for the elderly and disabled with a weighted crocheted handbag and sharp language. The City Council refused to deputize her citing liability but she remains undeterred saying officials should stand up to power. City officials note teen hangouts worsen the problem and the center offers programs for all ages. Francis is a familiar senior cause advocate who tends to support council actions though she yells often.
