Fire Chief E P Kohout threatened resignation after city council delayed action on Andrew T Coleman’s appointment as first assistant chief. CHICAGO AP reports Thursday convention program sessions starting at 10 a.m. Iowa time. Rabbi Ferdinand Isserman of Temple Israel St Louis offers a prayer.
