Protective reaction plans described by former air force sergeant
Michael A. Lewis, a former Seventh Air Force photo to intelligence technician, said in 1970 orders from the Pentagon directed preplanned bombing of North Vietnam later labeled protective reaction by air force leaders. He cited targets along routes 15A and 15B near the DMZ. A second ex-officer, Gary Mundt, echoed that protective reaction was used to justify raids on Laos and North Vietnam.
