Iowa Insurance Commissioner Doug Ommen proposes a federal approval of a short-term fix to stabilize the individual market and keep health care access for about 72 000 Iowans. The plan includes age and income based tax credits and a reinsurance mechanism to cover costly claims, with a 14 day federal response window.
The Iowa Insurance Division outlines sample monthly credits by age and household income as a stopgap for the individual insurance market. Credits are shown as a percentage of the federal poverty level and are not indicative of filed or approved premium rates.
Cedar Rapids retailer Alberto Lacayo III hailed Iowa’s new fireworks bill signed May 9 by former Gov. Branstad but says the licensing process is laborious and unclear. State officials have issued 188 retail licenses and review over 100 applications as retailers readjust to consumer-grade fireworks allowed during limited periods.
Licensed retailers and groups may sell fireworks from permanent structures to adults June 1 through July 8 and December 10 to January 3. Temporary structures may sell from June 13 to July 8. Use hours are 9 a.m. to 10 p.m. June 1–July 8 and December 10–January 3, with extended hours to 11 p.m. on Independence Day and surrounding weekend. Extra hours run 9 a.m. December 31 to 12:30 a.m. January 1 and 9 a.m. to 11 p.m. on the day after the holiday.
