Top secret government hinges on half‑million contractor workers
The government increasingly relies on contractors such as CACTI SAIC and Booz Allen for top secret clearances, with about 483,000 of the 1.4 million top secret holders working for contractors. Booz Allen fired Snowden for ethics violations after he joined from the CIA. Contractors now handle more background investigations as FBI and OPM work slows, with clearances renewed every five years.
