The plan consolidates 17 departments into four plus police fire and others, shifting animal control and parking to Police and adding building zoning housing inspection to Fire. It cuts about 53 jobs, creates 30 new roles, and aims to save $2 million next year with $1.65 million targeted at property tax funded areas.
