The agency, restructured after the 1978 Agricultural Credit Act, increases loan limits to 100000 for operating loans and 200000 for farm ownership loans while shifting county and district responsibilities. Local offices in Decorah, West Union, Elkader, Dubuque, Independence, Manchester, Anamosa, Marengo, Toledo, Washington, and Sigourney serve multiple counties in some cases.

The law cuts the maximum land a foreign entity may own from 640 to 320 acres and requires development within five years. The action ends months of hesitation as lawmakers warned against future price escalation and possible rights conflicts for farmers.
