Federal flood aid planned for river system expansion

The federal government earmarks about 152.8 million for the flood control system and Congress may add more. The Corps' final report is due December 27 and a feasibility study aims for inclusion in a Water Resources Development Act early next year. A Corps draft would limit protection to the river's east side, a move city officials deem socially and politically unacceptable.
