Arkansas governor indicted in Whitewater

Gov. Jim Guy Tucker and associate charged in a 1987 SBA loan scheme involving Capital Management Services. They allegedly obtained 300000 under false pretenses and used it to back Florida cable ventures while shielding assets from the IRS. John Haley and William Marks charged alongside Tucker.
