President Carter, at the Naval Academy, warned the Soviet Union it can choose confrontation or cooperation and said the United States is ready for either. He praised peace prospects, criticized Soviet aims in Africa, and urged a truly reciprocal detente as both powers restrain themselves in troubled regions.
In Des Moines voters backed two conservatives to counter Gov. Robert Ray while incumbent Sen. Dick Clark and governor candidate Jerry Fitzgerald headed the liberal and moderate tickets. Roger Jepsen edged Maurice Van Nostrand for the Republican U S Senate nomination as Clark dominated a field led by Gerald Baker and Robert Nereim.
Incumbents from Linn and Johnson counties fend off challengers in Tuesday's primary. Rep. John Patchett narrowly defeated George Petrick in House District 25. Sen. Arthur Small beat Rep. William Hargrave in Senate District 37. Vic Woolums won the Republican contest for that seat. Other victories include Grace Zimmerman in Jones County and Myron Oxley and Burtine Motley winning their Democratic primaries for House districts 30 and 26.
California voters pass Proposition 13 by a two to one margin to limit property taxes to 1 percent of 1975 valuations and cap future increases at 2 percent yearly. The measure sparked nationwide backlash against high taxes and accompanied upsets in New Jersey Ohio and other states.
A 76 year old Cedar Rapids woman Miss Jessie Belle Irene De La Mater died a week after a purse snatching at McKinley Junior High School. Two teenagers were arrested on robbery charges in connection with the attack. De La Mater, longtime city employee, was described as frail weighing 75 to 80 pounds and remained on the ground for hours before help arrived.
