City faces tight finances as valuation gains stall
Officials warn 1971 may end with little boost from new construction despite IE Tower impact. First five months saw just 13 new permits versus 583 in 1970, with total valuation at 6.29 million through May. A 1972 five percent levy increase would need 400 thousand more, while a 3.5 million valuation rise would only yield 165 thousand for salaries.
