DES MOINES AP A contract giving the Iowa Development Commission Foundation exclusive rights to a winged rotary kite is illegal. Assistant Attorney General Richard Haesemeyer says the foundation lacks authority to enter such licensing and ownership terms and that the contract signed by Kenneth Robinson on April 11 exceeded the foundation's powers. He noted a federal grant and internal committee views, contrasting board sentiment favoring a inventor’s fair.

Richard D. Ritchison, 31, of 195 Mayden avenue SW, was arrested Wednesday on a charge of assault and battery. He posted $110 bond and was released. The accusation was sworn before Justice of the Peace Glenn Powers by Carmen Ritchison, who alleged he dragged her by the hair and slammed her head against a wall at their home on Tuesday.
