Iowa Farm Bureau Opposes Broad Corps Water Power
DES MOINES The Iowa Farm Bureau opposes broadening the Army Corps of Engineers authority to cover waters of the United States. In a letter to the Corps, President J Merrill Anderson argues against expansion of federal reach that would resemble a national land use plan enforced by permits. He calls for navigable waters clarification and an economic impact study before final regulation, and urges appeals of the court order. The Corps set June 6 for comments and aims to issue final rules by June 16.

Graham of the National Council of Farmer Cooperatives says the plan would hurt farmer cooperatives by increasing perceived Justice Department bias against them. He notes the proposal follows a June 1973 Judiciary subcommittee hearing where an antitrust official linked Capper-Volstead exemptions to food prices.
