The measure closes a loophole by banning rental of videotapes and other materials depicting hard core pornography. It makes it a crime to knowingly purchase possess manufacture or promote child pornography. Film processors must report photos or videotape of children engaged in sex acts. It expands hard core pornography to include patently offensive material involving sadomasochistic abuse excretory functions or bestiality. It redefines prohibited acts to include those with minors under 18 and prohibits disseminating obscene material to a minor by telephone.
The Commerce Department said the Index of Leading Economic Indicators rose 0.8 percent in April, easing fears of a looming recession. Eight of eleven indicators advanced, led by orders for consumer goods, building permits, and longer average workweeks, while consumer confidence and money supply fell.
