The jail plans up to 6.5 million in bonds with most costs to be covered by boarding out-of-county prisoners. Linn County charges others 60 dollars daily per prisoner while the federal government pays 64.70 dollars. Federal billings totaled 2,682,008 dollars, about 85 percent of jail revenues, covering 70 percent of the 4,326,744 dollar operating budget despite 14 new staff.
Linn County Jail covered 3.03 million of its 10.43 million budget with other revenue over the past year. The county has started paying on a 6.5 million, 10 year bond issued in June 1999. First payment of 258,790 was made June 1, 2000 and total payments reach 2.00 million.
Grass roots organizer Sara Wiemerslage says a nine year effort brought the 1988 public art contest to life and the winners plan new ideas including a zoo and an outdoor movie screen at Noelridge Park. Julianne Smith recalls art at the airport and Town Centre while Ann Roger and Rob Johnson promote more sculptures and environmental projects.
A first floor holds juvenile offenders awaiting court. Deputies on a second floor command center monitor security with over 50 color cameras. A booking office for drunken driving suspects exists on the first floor. An exercise room on the second floor can be converted to cells. Third floor gains kitchen and storage space. Two attorney meeting rooms added.
