The 1997 Cedar Rapids Freedom Festival erased a 40000 debt from 1996 and posted a profit. Director Nancy Wendler credits aggressive corporate sponsorships led by Parsons Technology and added sponsors for specific events.
The Clinton administration and GOP congressional leaders reached a tentative five year plan to balance the budget by 2002 and cut taxes for families students investors and the working poor. The package includes 24 billion to fund a new health insurance program for about 10 million uninsured children.
American journalist Nate Thayer reports Pol Pot near tears as former Khmer Rouge members condemn him at a staged jungle trial in Anlong Veng Cambodia. About 500 people attend. Pol Pot is sentenced to life in prison, while Thayer says the Khmer Rouge era is over though some doubt the reports of his capture.
Government advisers rejected PLC Medical Systems laser treatment that would burn 40 holes into the left heart to boost blood flow. They cited serious deficiencies in the study data and potential risks, voting 9-2 against clearance for patients with end stage coronary disease and refractory angina.
Sen Charles Grassley chaired a minority hearing highlighting Medicare fraud in home health care. Jeanette Garrison, an Augusta Georgia caregiver, serves 33 months for Medicare fraud after repaying over 16 million dollars. GAO and Grassley warn of rampant fraud with 40 percent of recent visits improper in four states. The sector has grown from 2.6 to over 18 billion dollars, with 5 656 agencies in 1990 rising to more than 9 800 in 1996.
