Tax cut bill faces House floor fight over gains tax
The $16.2 billion tax cut headed for House action after Ways and Means approved a 25-12 vote. It would shift relief mostly to individuals with up to 160 dollar single filers and up to 232 dollars for two earners at high incomes. A late compromise aims to curb large capital gains avoidance and set the top rate at 35 percent while limiting the home sale gain exclusion, drawing bipartisan support but provocation from President Carter.
