President Roosevelt was reported to advise Henry Wallace to resign from the cabinet prior to an active Roosevelt-Wallace campaign. Wallace planned to stay as secretary of agriculture during campaigning but after a Friday conference he said he would resign or take a leave of absence. Roosevelt suggested a leave was possible and cited his 1920 resignation before a vice presidential bid. Wallace said the farm program he runs would not be used for politics.
President Roosevelt created a system to purchase and distribute 50 million dollars in supplies for European refugees. Agriculture Secretary Wallace will buy agricultural goods, while Treasury Secretary Morgenthau handles other materials. The Red Cross will transport and distribute overseas, under the 1941 relief act.
A Berlin news commentator told NBC listeners in New York that new U S export controls on petroleum products and scrap iron target Japan. He said the measures are the strongest economic weapon the United States could deploy against Tokyo.
