State of emergency declared as California wildfires spread
Gov. Gavin Newsom declared a state of emergency in Alpine Butte Lassen and Plumas counties. The move comes as the Dixie Tamarack and Fly fires burn 249 000 acres. Evacuations are underway in Plumas and Butte counties while crews combat the Dixie blaze which expanded 80 000 acres in 48 hours and is 19 percent contained. PG&E notes equipment likely sparked the Dixie fire and plans guiding underground wiring to reduce risk. More than 4 200 personnel are assigned to the effort.

German floods catch towns with little warning
In Ahrweiler and surrounding areas floodwaters struck swiftly on July 14 leaving at least 210 dead and hundreds missing. A 66 year old bookseller recalls warnings came moments before the surge as sirens failed or were absent. Officials acknowledge the disaster overwhelmed existing systems and app alerts though data from the European Flood Awareness System helped flag danger.
