Governor backs private liquor outlets for small Iowa towns
Gov. Robert Ray proposed private liquor outlets in towns losing state stores to avoid penalizing small communities. He argued for experimental private distribution under state controls while the liquor department faces store closures due to budget limits. He also critiqued a lack of power to create a transportation department by executive action.

Item Veto Court Test Considered in Iowa
DES MOINES AP The chairman of the Iowa house appropriations committee says he and other lawmakers may sue Gov. Robert Ray over the item veto. Rep. Charles Grassley notes the constitution allows veto of whole sections but argues the governor crossed lines by striking words and parts of sentences from bills. Grassley says he may hire a lawyer to challenge Ray’s use of the item veto.
