Controls See Change in Price Rules for Major Industries

The new guidelines impose price increases for businesses with over $100 million annual sales while exemptions apply to small firms with 60 or fewer employees and to the lumber, public utilities, rents, and long term coal contracts. Wage increases cap at 5.5 percent plus 0.7 percent fringe benefits. Health services are removed from the freeze, returning to Phase 3 controls. The gasoline ceiling and octane ratings must be posted on pumps after August 12. President aims for a $268.7 billion fiscal 1974 budget and will cut some civilian hires while boosting staff at the Cost of Living Council and IRS by about 1,200 to enforce Phase 4. Food price increases are limited until Sept. 12, then allowed to reflect costs. Gasoline, heating oil, and diesel ceilings use the seller’s cost plus Jan 10 profit markup.
