Truman urges against cutting public works and outlines remedies

President Truman argues that drastic cuts in government expenditures would be a fatal error during an economic downturn. He cites that every billion dollars in public works supports 315,000 jobs and boosts incomes for about 700,000 more, warning that reductions could raise unemployment by around a million and weaken over two million others. He notes the current budget includes more than 3 billion for public works and that continued spending is essential for growth, while urging business, labor, and agriculture to cooperate so the economy returns to normal growth through housing, agriculture, and minimum wage improvements. He also calls for measures to sustain purchasing power and to enable stepping up public works if needed.

Court officials said the decision was not a formal ruling and that higher courts would ultimately decide the issue, but it could set a precedent for the new federal act permitting states to pass their own rent laws and decontrol provisions.
